Casual Leave, Short Leave and Absence

Rules and procedures for casual leave, short leave, late arrival, and unauthorized absence.

It has been observed that some teachers remain absent without prior intimation/application and without proper sanction of leave. An oral request for leave is not sufficient, and a telephone call made only a few minutes before or during school hours does not justify the absence. It is a matter of concern that leave is frequently availed without proper sanction and irrespective of whether leave is due.

In the event of illness, long duration leave for exam/training, a mass request for casual leave or short leave, the absence of one or more teachers on a particular day, or the continuous absence of a teacher for several days, the interest of students and teaching work may suffer. Such conduct amounts to non-cooperation and wilful absence and is a matter of serious concern. No one can compromise decorum, discipline, or the teaching of students through such a tendency.

It has therefore become necessary to clarify the concept of casual leave and short leave, together with the rules for sanctioning such leave. The Fundamental Rules applicable to government servants also apply to aided and recognized schools. Subsidiary Rule 201 of the F.R., Parts II to IV, states that casual leave is not recognized as a right and cannot be claimed as such. Leave may be refused when staff depletion would disrupt the working of the institution. A sudden incident, mishap, personal illness, or illness of a family member may be treated as an exigency in which prior application may be excused, but it should not become routine. The following criteria shall therefore apply:

  1. During the academic session, only ten casual leaves may be availed. Normally, a regular teacher may avail one casual leave in a month after prior application and proper sanction. No verbal request for leave shall be entertained.
  2. Only teachers who have been working since 1 April of the academic session shall be entitled to ten casual leaves up to 31 March of that academic year. In other cases, only proportionate casual leave shall be allowed.
  3. Normally, one casual leave may be availed by a teacher/employee in one month, provided the school has not remained closed for a long period due to fog, cold, heatwave, administrative orders, or other circumstances, and the teacher/employee has not enjoyed the vacation.
  4. In addition to ten casual leaves, every regular teacher shall also be entitled to two half-day leaves during the academic year.
  5. Two special leaves may also be granted to teachers and employees in exceptional circumstances.
  6. Before applying for casual leave, the applicant must ensure that leave is due in his/her account; otherwise, the leave may be refused. Leave deliberately availed more than entitlement, or when not due, shall be treated as absence.
  7. No casual leave shall ordinarily be allowed in continuation or combination with any holiday or vacation, as provided in F.R. 67. If such leave is taken, the entire period may be treated as casual leave or absence, as applicable. However, prefixing or suffixing a holiday may be permitted by the sanctioning authority if requested before proceeding on leave.
  8. Normally, more than one teacher shall not be allowed to remain on casual leave on a particular day, except in exigencies or exceptional circumstances.
  9. Normally, short leave shall not be allowed during school hours. In an exigency, only one teacher may be allowed short leave in a month, provided no other teacher is on casual leave or has already obtained short leave for that day, and provided the applicant is not a habitual latecomer or leave seeker.
  10. Two short leaves availed by a teacher in one month shall amount to one casual leave. If casual leave has already been exhausted, the teacher shall be treated as absent for one day.
  11. Temporary teachers who are newly appointed, and teachers who rejoin after a break of more than one month, shall not initially be entitled to casual leave for three months. Thereafter, they may avail six casual leaves during the academic session.
  12. Part-time teachers/employees and unqualified teachers appointed temporarily due to exigencies of service shall not be entitled to any kind of leave. However, up to two leaves may be allowed at the discretion of the sanctioning authority.
  13. Habitual latecomers shall not be entitled to short leave. One casual leave shall be deducted if an employee is late on three days in a month. If no casual leave is due, the employee shall be treated as absent for one day.
  14. Teachers are expected to refrain from availing excessive leave in the interest of teaching work. Otherwise, the school administration may deduct salary for excess leave availed.
  15. The Principal shall maintain the leave account, which may be reviewed by the teaching staff.
  16. The school administration is therefore compelled to enforce the above instructions. Salary may be deducted in cases of wilful or unauthorized absence.
